Mayo and Nicholas Orlando, to our team. Their extensive expertise and fresh perspectives will further our mission. John Bitzan, Menard Family Director of the Challey Institute said, "I'm thrilled that we're adding these highly qualified researchers to our team.  They'll help us continue to identify solutions that will unleash the economic potential of the state, the region, and the nation."

Dr. Robert L. Mayo

Dr. Robert L. Mayo has a strong academic background. He earned his Ph.D. in Economics from George Mason University in 2017, an M.A. in Economics from the same university in 2015, and a B.A. in Economics and Public Policy from the University of Massachusetts, Amherst in 2012.

His research focuses on experimental economics, behavioral economics, and agent-based modeling. He is currently working on understanding the causes of other-regarding behavior in one-shot, anonymous games using experimental and computational approaches. His innovative research provides valuable insights into economic behavior and decision-making processes.

Nicholas Orlando

Nicholas Orlando recently completed his Master's Degree in Public and International Affairs from the University of Pittsburgh, where he worked with the Center for Governance and Markets. He earned a BA in Global Affairs from George Mason University. Nicholas brings a wealth of experience from his time as a Don Lavoie Fellow during the 2022-2023 academic year and as an Undergraduate Fellow in Spring 2021.

Nicholas’s research interests lie in sanctions policy and its impact on states, individuals, and businesses. He is also deeply interested in applying public choice theory to various foreign policy issues, including foreign interventions and international organizations. His analytical skills and dedication to understanding complex political and economic interactions make him a valuable asset to our team.

Research Focus and Goals

Mayo and Orlando will contribute to various projects aimed at improving opportunities and prosperity in North Dakota, the Midwest, and the United States. They will address workforce issues such as identifying barriers that prevent North Dakota companies from attracting and retaining qualified workers, examining differences in occupational licensing rules across states, and exploring opportunities to relax these rules to attract more workers. Additionally, they will investigate the potential of filling jobs with legal immigrants. Nicholas will also focus on foreign investment in North Dakota, assessing its benefits, potential security concerns, and the importance of having predictable rules to encourage investment.
