Challey Institute Professor Named to NIJ-Funded Advisory Board on Police Communication

FARGO, N.D. — Dr. Carol A. Archbold, a Walter F. and Verna Gehrts Endowed Professor and Faculty Fellow at the Sheila and Robert Challey Institute for Global Innovation and Growth at North Dakota State University (NDSU), has been invited to serve on the advisory board for Dialogue that Works: Examining Police Communication Strategies and Citizen Compliance.” This National Institute of Justice (NIJ)-funded project—led by Dr. William Terrill at Arizona State University—will focus on reform efforts within the Dallas Police Department, examining how effective communication strategies may foster stronger community relations and higher rates of citizen compliance.

As an advisory board member, Dr. Archbold will:

  • Provide expertise on capturing patrol officer communication tactics during encounters with suspects.
  • Assist in interpreting study findings through the lens of multiple stakeholders.
  • Facilitate dissemination of those findings to the broader law enforcement community.

“I am honored to be part of this advisory board as its mission centers on the improvement of communication involving citizens and police officers. In addition, the results of this project can be implemented in police agencies across the country.” Dr. Archbold noted.

Over the course of two years (2025–2026), the research team will analyze hundreds of body-worn camera recordings from the Dallas Police Department and host focus group discussions with patrol officers, training staff, and command personnel. Findings will inform the creation of a “how-to” toolkit and training curriculum designed to enhance communication skills, reduce citizen emotionality, and encourage compliance in police encounters.

Dr. Carol A. Archbold, Ph.D., is the Walter F. and Verna Gehrts Endowed Professor at North Dakota State University (NDSU) in the Department of Criminal Justice and a Faculty Fellow at the Challey Institute for Global Innovation & Growth.​ Her research focuses on police accountability, risk management in policing, and issues related to women and race in the criminal justice system.
