soil science, was a decorated former Navy pilot who rose to the rank of captain and was Assistant to the U.S. Secretary of the Navy as director of U.S. Navy Research, Development and Evaluation. He served as the Navy’s principal U.S. Delegate to the North Atlantic Treaty Organization - Armaments (Technology) Developments Test and Evaluation Committee. Included among his many honors were the Meritorious Service Medal, Air Medal, Joint Service Commendation Medal and Navy Commendation Medal. He lived in Bismarck, North Dakota.
