English, was the deputy director of the North Dakota Democratic-NPL Party, deputy chief clerk of the House of Representatives and deputy labor commissioner for North Dakota. He also taught school in Bismarck, North Dakota; Chemawa Indian School, Salem, Oregon; and Osan American High School, Peyongtek, South Korea. He was an Army veteran who lived in Salem.
